Job Description – Assistant Project Manager (APM) 

The APM will support the Veterans Benefits Administration (VBA) with large-scale systems implementation projects.  The APM will participate in analyzing issues and needs in support of business delivery management, business process management and strategic and organizational change management. The APM must be able to summarize complex ideas into clear and concise briefing materials that provide management with both the big picture as well as critical details.

Key Functions

The APM’s primary focus is to provide assistance and support for various programs and projects.  Activities may include:

  • Coordinating and scheduling meetings – providing meeting management services and support
  • Recording and distributing meeting minutes, action items, and following up with stakeholders and project teams
  • Preparing project reports for team members, managers, and stakeholders
  • Gathering, compiling, tracking and reporting information relevant to project assignment 
  • Ensuring all project documentation is complete and current
  • Providing overall support for project teams in meet deadlines and deliverables
  • Coordinating and managing the project’s communication plan among team members, management, and stakeholders
  • Providing support for invoice reconciliation and interpretation of contracts
  • Serving as back up to the project management team when necessary.  This may include supporting Project Managers and work stream leads in the execution of responsibilities for projects including:
    1. Developing and maintaining project plans
    2. Meeting with stakeholders, and the Office of Information Technology (OI&T) to define project requirements
    3. Monitoring project tasks, assigned action items
    4. Identifying and escalating project risks
  • Assisting with risk identification and management
  • Assisting with requirements gathering

 

Qualifications:

  • Minimum 2 years of experience proving support for projects, experience with software development/implementation projects preferred
  • Strong communication and organization skills
  • Ability to quickly and effectively adapt to technologies outside of current base of knowledge
  • Ability to work and communicate effectively with all levels of management
  • Ability to comprehend, analyze, and interpret various types of business documents
  • Highly motivated, self-starter with a willingness to take on responsibility
  • Ability to work independently, establish schedules and priorities, and multi-task
  • Expert working knowledge of Microsoft Office Suite (Word, Excel, PowerPoint, Publisher, and Outlook), experience with Microsoft Project preferred; experience with Microsoft Visio and Sharepoint a plus
  • Knowledge of Agile Systems Development Lifecycle a plus
  • Certified Associate in Project Management (CAPM) highly desirable

The ideal candidate will have experience with:

  1. Large scale Agile System Development Projects (i.e. Sprints, Scrums, and Product Backlog)
  2. User Story, Use Case, and Test Case Development
  3. Supporting /implementing end-to-end automated solutions
  4. Business Delivery Management, Business Process Management, Requirements Management, Business Process Reengineering, Defect Management, User Acceptance Testing, Risk Management
  5. Rational Product Suite (i.e. Rational Requirements Composer (RRC), Rational Team Concert (RTC), and Rational Quality Manager (RQM))
