Job Description – Senior Project Manager (SPM) 

The SPM will support the specific Veterans Benefits Administration (VBA) with large-scale systems implementation projects.  The SPM will participate in analyzing issues and needs in support of business delivery management, business process management and strategic and organizational change management. The SPM must be able summarize complex ideas into clear and concise briefing materials that provide management with both the big picture as well as critical details where required.

Key Functions

The individual will be required to perform traditional project management functions including:

  • Support the coordination and completion of assigned projects
  • Set deadlines, assign responsibilities and monitor project progress
  • Build and maintain working relationships with stakeholders, cross-functional team members, vendors, and other departments involved in assigned projects
  • Prepare various reports, policy papers, briefing materials, presentations and recommendations for upper management review and decision
  • Identify project resource needs
  • Manage day-to-day operational aspects of project and scope
  • Lead  the development of deliverables and other work products prepared by the team before submitting to the client
  • Identify and document business requirements;  Monitor changes in business requirements and/or project scope and keep management informed
  • Create and execute dynamic project work plans revising as appropriate to meet changing needs and requirements
  • Identify risks and develop mitigation strategies escalating when appropriate
  • Perform cost and resource analysis and develop recommendations for project leadership
  • Ensure project related documents are complete, current, and stored appropriately
  • Meeting management services and support
  • Support project leadership and teams during requirements analysis and testing phases of projects

Qualifications:

  • 5 years experience managing $3 million plus projects (7 years experience if no PMP)
  • PMP certification required – assistance may be provided in achieving certification
  • Experience with software development projects
  • Knowledge of Agile Systems Development Lifecycle a plus

The ideal candidate will have experience with:

  1. A variety of the field’s concepts, practices, and procedures
  2. Large scale Agile System Development Projects (i.e. Sprints, Scrums, and Product Backlog).
  3. Implementing end-to-end automated solutions
  4. Business Delivery Management, Business Process Management, Requirements Management, Business Process Reengineering, Defect Management, User Acceptance Testing, Risk Management
  5. User Story, Use Case, and Test Case Development
  6. Rational Product Suite (i.e. Rational Requirements Composer (RRC), Rational Team Concert (RTC), and Rational Quality Manager (RQM))
  7. Microsoft Office (Word, Excel, PowerPoint, Visio and Outlook), MS Project and SharePoint
