USAID Seeking ICT Technical Lead, Sr Telecommunications Advisor (GS-301-15)

The incumbent will serve as an ICT Technical Lead for the Ebola response, recovery and resilience efforts.  In this capacity, the ICT Technical Lead will function as a Senior Telecommunications Advisor. The position is located in the Africa Bureau and will serve as a senior member of USAID’s team focused on the various elements ICT infrastructure as outlined above.

The ICT Technical Lead will play a key role in supporting and expanding affordable access to voice and broadband infrastructure in the affected countries.  This would include assessing feasible technologies for last and middle mile infrastructure deployments, as well as enhancing the fiber ring, particularly around Monrovia, Liberia. The position will also call for experience in identifying, understanding and shaping policy and regulatory reform with respect to broadband expansion. The incumbent may also lead on the technical aspects of developing a public-private partnership around digital infrastructure investments and expansion in the affected countries.
